Following the murder of Amadou Diallo, more than 30 artists, including Mos Def, Pharaohe Monch, De La Soul and Kool G Rap, came together to make a response EP with 4 songs dedicated to Diallo's murder, and police brutality and its affect on Black and Hip-Hop people. Following the murder of Sean Bell, only one song has been released in response! ("50 shots" by Papoose- respect to Nas for offering to chip in for the funeral expenses). In a time when mix tapes are released hours after shootings, arrests, and altercations, the explanation could hardly be concern over biding time for proper context. This lack of response by the Hip-Hop community led me to think about how the police have been emphasized in '06 Hip-Hop through the “Stop Snitchin” campaign. Hip-Hop has revised its disgust for the police. KRS and PE labeled the police, as did the Panthers or the Chicago 7, as an occupying army state that serves in the interest of punishment rather than justice. Today much of Hip-Hop simply demonizes Police as a roadblock for illegal activity.
Within the snitching craze it is members of one’s own community who have been demonized by being connected to the most powerful and dangerous gang of all - the police. It is much like the informants who infiltrated organizations during the COINTELPRO period. However, there is a big difference between ranting to J. Edgar Hoover about the Panthers and talking to the police about getting a drug dealer off the block where your children play! What has been altered is the solidarity that a community can find through the necessary protection from the police.
Things have changed. Patrolling social groups and armed resistance are less plausible in a society whose enforcers have learned how to avoid serious social outcry. Sixty years ago this murder would not have made the news; today it is handled with the careful hands of invested media and politically correct politicians. This context creates a need for combatence, which couples structural change with a moral awakening. The power structure has figured out how to make traditional American rebellion (protests, marches) nearly obsolete in its effect on governing bodies, as well as its relevance in the public eye. Fear of a potential of civilian rebellion has led to a limiting of significant spheres in which one can speak openly. However, one of the most genuinely grass roots movements of today is Hip-Hop radio and mix tape circuits, which serve as a direct line to the people.
Hip-Hop is in the midst of an age where cause and art are married by money. To utilize the pipeline of a voice created by mix tapes and other new forms of Hip-Hop industry we must support a cause and utilize influence for something bigger. If artists who don’t even go gold can use their underground voice to have every kid in the country wearing stop signs and snowmen on their tees, the potential obviously exists. The question is- where is the response? If it is simply a wailing of pain and outrage I want to know that an event like the death of Sean Bell affects Hip-Hop.

Unfortunately,since the death of Amadou Diallo and the release of Hip-Hop For Respect a lot of people/rap artists attitudes have changed.
Ive been a hip-hop fan since the day i heard Planet Rock way way back in the day,and i find the majority of (major label) artists releasing music under the banner of rap to be shameful.
If there isnt anything in it for them ($$$)they just wont bother!

Ive pretty much stopped listening to rap/hip hop entirely. Underground is unlistenable/just bad music, and mainstream just makes me sick. Theres just nothing there for me anymore, sorry...and I really doubt it will change.
There is some great hip-hop out there,not all underground rap is 'unlistenable'.

What a great post Zach, and I couldn't agree more. I've really been suprised that there hasn't been more reaction here in NYC, not even from the hip-hop community, but from the community in general. Of course there have been rallies, and the Rev. Sharpton making the obligatory appearance, but it seemed like it just hasn't been as big a deal as Diallo was. Maybe that's just because I wasn't living here at the time of the Diallo shooting, or maybe it has to do with the media coverage like you said. Maybe things'll get bigger, what with the police-involved shooting a couple days ago. And yeah, if you're going to be pissed at the cops, don't be pissed because they're trying to catch you doing something illegal. That's their JOB. Be pissed that they're NOT doing their job; that your neighborhoods aren't safer because of them. Be pissed that they're using your community for their personal target practice range, and that no one does shit about it.
What I worry about more than artists failing to respond because of self-serving reasons, is a despondency that is creeping into artists' minds who are frustrated with the lack of progress (the only progress being made is now the police are increasing the number of bullets they fire). I will echo what others are saying, that this lack of response is not just in the hip hop world, but exists within the people as well. Attention shifted from Sean Bell's murder to Britney Spears' cootchie quicker than speeding bullet. Perhaps it was a result of our obsession with trivial events that have no effect on our life, but what I believe is that the shooting was just a repeat episode. Incident after incident, we keep being reminded of white supremacy in all aspects of society, and what else is there to say?
Should we respond by saying this time the police are shooting more? Should we respond knowing that no matter how much public outcry there is, the officers involved with the shooting will not face penalty? It has reached the point, where as you mention, the power structure has limited the public voice to the point where resistance can be portrayed as dissidence, and has made protest a futile effort.
Now, of course I realize that we should continue to strive to overcome the evils of society, but has it reached the point where protesting no longer has an effect?
Forms of protest must evolve in a society which updates it’s implementations of power. Yes, America is pre-occupied with the trivial, and yes, we are blinded by consumerism but these are issues America has always faced and now they have reached a heightened state.
Times of great injustice build upon themselves to a breaking point in which either a society responds by recognizing it’s on futility or it crumbles under it’s own exaggerated strength. Our forms of protest have been limited and consequently so have their effects, the value of their shock and obvious opposition by power has dwindled and thus people don’t respond to them. Updated formulas may result in new types of results. We cannot expect our protests to single handedly create consciousness but must also protest as a result of consciousnesses. When people act out of a state of consciousness nearly all actions from the simple to the extreme can exists as some element of rebellion.
The example I use of mix tapes could be used as updated formula of rebellion propaganda which connects right to the people. Will this make police stop shooting or get drugs out of impoverished areas? No, it will not but the acts of few can affect the ideals of many and if we love our music and we love each other it’s worth trying. The question is do we care about those things enough? The answer seems to often to be no. I worry that if Hip-Hop is not dead it is deliriously wandering a geriatric ward spouting the lost ideals of morality and truth that both it’s music and society have forgotten.
Hip-Hop has the opportunity to take on the role of folk music in the 60s, as not only the voice for peace and harmony, but the voice of active resistance. Certainly Bob Dylan, Pete Seeger, and Joan Baez played major roles as leaders of the music rebellion, but ultimately, it was the community leaders who shaped the actual rebellion of the government.
I argue that of course Hip-Hop could and should play a major role overcoming this 21st century legal lynching, but protest must have a shock-factor in order to be succesful. While a Mos Def mixtape of the Sean Bell shooting who raise the conciousness of some, a Mos Def appearance on a flat-bed truck in front of the MTV music awards would go much farther.
The reason for this is because protest must be accomplished be sacrificing not just one's present, but one's future. Chaney, Schwerner, and Goodman are just three of many who died in the name of civil rights. Countless others were beat down, arrested, humiliated, but accomplished that shock factor because they were willing to sacrifice themself for a greater cause.
While mix tapes certainly raise the level of consciousness and open an uncontrolled avenue of resistance, the governing authority does little in changing the landscape, as you mentioned. Protest has to draw fear in the eyes of the oppressor.
Iconic Hip-Hop figures need to play a role, not just in producing mix tapes of protest, but active roles in leading the protest. Can I get a Harry Belafonte-Dead Prez-Barack Obama led march through the streets of Queens please?
